My presumption is it’s more of a lifehack. A dragon, by it’s very nature as a Thing Which Should Not Be, is going to develop more psychoses than a level 14 Crazy from the Rifts RPG setting. But if they “target” one of those neuroses on, say, obsessive-compulsive disorder on upholding the guild pact laws (like the “dragons don’t leave their banks physically” rule) they can maintain some order despite being driven to chaos by Tamantha.
