I think I get what his plan was-let it just be him and the new guy. If he won, he’d do something off that. If he lost…Well, then the people would no longer have their scapegoat and HOPEFULLY would then focus on the problems plaguing them.

This theme also uses the WordPress 3.0 Menu system. You probably see the default stuff you have in the menubar. Go to Appearance -> Menu in the wp-admin (dashboard) and create a new menu.
