Granted, I don’t know much of it, but I get the impression that among other things, it would enforce a ‘caste’ system on everyone, which most people don’t like as it’d be a downgrade with no hope to ascend.

If you’ve already been condemned for jaywalking, you might as well commit arson and murder if it gets you what you want. Further a world with no forgiveness is a world without reason to STOP committing crimes, and the Dark Powersâ„¢ which do the recruiting and seducing and corrupting know that.
